California Legislative Analyst Issues Two Reports Critical of State’s Climate Laws

California’s Legislative Analyst’s Office (LAO) issued two reports in December 2018 detailing concerns regarding the cost and effectiveness of state programs to reduce greenhouse gas (GHG) emissions. California law requires the LAO annually to report on the economic impacts and benefits of California’s statutory GHG emission goals.
