Press Release: NAA Secures Spot to Testify in support of CASE ACT
As you all are aware the National Aerosol Association (NAA) sponsored a Legislative Day in Washington DC on April 29th, 2015. Our purpose in providing this Legislative Day was to raise awareness and ask legislators for support of The Clean Air, Strong Economies Act or CASE Act which was reintroduced on March 17, 2015.
• The Senate version, Senate Bill 751 by Senator John Thune (R-SD), was referred to the Senate Environment and Public Works Committee.
• The House version, House Bill 1388 by Representative Pete Olson (R-TX), was referred to the House Energy and Commerce Committee.
The bill prohibits the EPA from lowering the National Ambient Air Quality Standards (NAAQS) until at least 85% of counties that are in nonattainment areas have attained the standard. In promulgating a primary or secondary NAAQS for ozone, the EPA must do the following: (1) only consider a county to be a nonattainment area on the basis of direct air quality monitoring (rather than modeling), (2) take into consideration feasibility and cost, and (3) include in the regulatory impact analysis for the proposed and final rule at least one analysis that does not include any calculation of benefits resulting from reducing emissions of any pollutant other than ozone.
Due to a highly successful April Legislative Day, the NAA has been able to secure a space for testifying in front of the House Energy and Commerce Committee (Washington DC) on June 16th. During the April Legislative Day certain products caught the attention of the legislators, and their staff. Everyday items familiar to all, such as Lysol and WD40 carried our message into their homes. It is due to this effective resonance that we asked Mike Freeman, President of WD40 Americas, to testify on behalf of the consumer products industry in asking support of these Bills.
We are gathering momentum into this hearing with Senate Majority Leader Mitch McConnell coming out in support of Thune’s CASE Act. The NAA has additional Legislative appointments on June 16th with Senate and House Representatives where we will continue to ask for support of the Bills.
